Kurt Harris goes undercover after his friend Cedric Williams is killed. He tries to stop an evil beauty Rachel Larkin with a private army of ‘peacemakers,’ all experts in the martial arts. They say their purpose is to help the police reduce crime but Larkin has her own agenda to take over the city. Kurt infiltrates the group after resigning from the police department and is branded a traitor.
